hi mate,its not actually a dbopssaile cigar .you can charge the battery via the mains as i show in the original review. the carts are not really possible to refill as they are a sealed unit with the atomiser built in so technically that part could be classed as a dbopssaile though.but yeah, it would have been nice to recieve a full new kit! cheers,scott
